Is that fair? I don't see any other countries more than the UK. Anyway... there's got to be a bit of a spin up period for countries to work out what their most sensible policies might be. Otherwise we run the risk of leaping to silly policy positions (carbon rationing, etc). The UK, in the form of the Stern report, did a great job of moving beyond the pretty much dead debate of "is it happening" to the much more important and relevant debate "how should we respond to it?"

and indeed should we do anything about it? it seems to me that climate change by humans pumping CO2 into the atmosphere is completely natural. we are a product of earth and we change it as much as it changes us. to try and stop this process by carbon rationing etc seems like dangerous tinkering.
